Description: The Pacific ADA Center announces the 2016 Inclusion of People with Disabilities in Emergency Management: From Federal to Local Conference at the Marriott Marquis in San Francisco, CA on July 27, 2016.

This conference is aimed at jurisdictions and non-profits involved in emergency management in California. The conference will cover whole community emergency management at the federal, state, and city levels: what has been done, what is on the horizon, and what resources are available to help in getting to inclusive emergency management and planning. Participants will learn key aspects of making local emergency management inclusive of people with disabilities and others with access and functional needs.

Conference will feature:

  • The Federal Role in Inclusion of People with Disabilities and Others with Access and Functional Needs -- Marcie Roth, Director, Federal Emergency Management Agency (FEMA) Office of Disability Integration & Coordination:

    • Disability and access and functional needs in the context of emergency management

    • Functional Needs Support Services guidance

    • The role of FEMA as a federal agency in the phases of emergency management as carried out by local emergency management offices

    • Examples of the FEMA cadre and its response in disasters

    • Resources available from FEMA to assist local agencies to include people with disabilities and Others with Access and Functional Needs in disasters

  • Using the State as a Resource to Integrate Access and Functional Needs Within Emergency Planning -- Luis "Vance" Taylor, Chief of the Office of Access and Functional Needs at the California Governor's Office of Emergency Services (Cal OES):

    • Establishment of California's Office of Access and Functional Needs

    • Cal OES web map - a statewide resource for assets related to Access and Functional Needs

    • Resources available from Cal OES to assist local agencies to include people with disabilities and Others with Access and Functional Needs in disasters

  • Lessons Learned: Case Studies of Inclusionary Planning for Cities and Jurisdictions --Dee Grimm RN, JD, Project Manager for the revision of the City of Los Angeles inclusive emergency plans, BCFS HHS:

    • The current legal movement for changes in state, county, and city emergency management plans to ensure inclusive language for people with disabilities and Others with Access and Functional Needs

    • Lessons learned from the revisions of emergency plans for the cities of Los Angeles, San Diego and Phoenix

    • Observations from New York and other jurisdictions

  • Successful and Collaborative Emergency Management Planning Efforts at the Local Government Level -- Kathryn A. Gerk, Emergency Services Manager for the City of Richmond Fire Department Office of Emergency Services:

    • Disability, Access & Functional Needs Emergency Planning Guidance  for ensuring Local Government ADA Compliance with Emergency Plans

    • IAEM/NEMA Quick Reference Glossary of Terminology for Emergency Management Whole Community Planning Efforts

Marcie Roth

Marcie Roth was appointed by President Obama in June 2009 to be Senior Advisor on Disability Issues for FEMA. Once at FEMA, she developed the Office of Disability Integration & Coordination (ODIC), where she now serves as Director. In this role, she leads the Agency's commitment to meet the access and functional needs of children and adults with disabilities in emergency and disaster preparedness, response, recovery, and mitigation. Ms. Roth led private sector response to the additional needs of survivors with disabilities during and after Hurricane Katrina and Rita, and she was commended by the White House for her efforts on behalf of New Yorkers with disabilities in the aftermath of the 2001 terrorist attacks.

Vance Taylor

Vance Taylor is the Chief of the Office of Access and Functional Needs at the California Governor's Office of Emergency Services. Vance is responsible for ensuring the needs of individuals with disabilities and persons with access and functional needs are identified before, during and after a disaster and integrated into the State's emergency management systems. Born and raised in the San Francisco Bay Area, Vance was diagnosed with muscular dystrophy as a child and uses a power wheelchair. He has worked in Washington, D.C. as an advisor for two different members of Congress, directed security policy at a national water association and been a principal at a top-ranked homeland security and emergency management consulting firm, Catalyst Partners, LLC. Vance is a nationally recognized public speaker and advocate for individuals with disabilities.

Dee Grimm, RN, JD

Dee Grimm RN, JD has over 20 years of experience as an emergency department nurse and manager, and as a healthcare emergency preparedness manager. Dee serves as the Director of Business and Program Development for BCFS HHS, Emergency Management Division. She has served as a consulting instructor with CDP/FEMA’s Noble Training Center. She holds a Juris Doctorate in Law and is a recognized subject matter expert in legal and ethical issues of emergency management, access and functional needs populations in disasters, and healthcare emergency management. She was the Project Manager at BCFS HHS for the revision of the City of Los Angeles emergency plans to be inclusive, as well as consulting planner on similar projects with San Diego, Phoenix, and Southeastern Pennsylvania.

Kathryn Gerk, CEM

Kathryn Gerk, CEM (Certified Emergency Manager) serves as the Emergency Services Manager for the City of Richmond Fire Department Office of Emergency Services for the past 27 years. She has received numerous awards including FEMA 2009 Honorable Mention for National Citizens Corps Achievement Award Celebrating Resilient Communities and many state and local awards. Kathryn has served on numerous committees collaboratively working to improve emergency preparedness for the Whole Community, CERT as well as for people with disabilities and others with Access and Functional Needs at the national, state and local levels.
