Leased Facilities

Description

Federal agencies and the US Postal Service (USPS) must ensure that facilities they lease are accessible as required by the Architectural Barriers Act (ABA). Standards issued under the ABA, which apply to facilities funded by the federal government or USPS, provide minimum requirements for facilities or buildings newly leased by federal agencies or the USPS. These provisions address accessible routes, parking, toilet and bathing facilities, sales and service counters, joint use areas, fire alarms, and other elements and spaces. Presenters will review these requirements and explain how they apply to leased facilities. A representative from the General Services Administration, which leases facilities on behalf of many federal agencies, will join the Access Board in conducting this session.

Paul Beatty

Accessibility Specialist, Office of Technical and Information Services, U.S. Access Board

Paul Beatty is an Accessibility Specialist in the Board's Office of Technical and Information Services (OTIS). His primary duties are to provide assistance to Federal, state, and local governments and private sector entities regarding the requirements of the Architectural Barriers Act (ABA) of 1968 and the Americans with Disabilities Act (ADA) of 1990. Paul also participates in the staff group developing a final rule on recreation guidelines and the staff group reviewing ADAAG revision proposals. From 1998 - 2000, he was the Designated Federal Official for the Passenger Vessel Access Advisory Committee. Prior to joining OTIS, he served as a Compliance Specialist in the Access Board's Office of Compliance and Enforcement, where he investigated and resolved cases involving potential and identified violations of the ABA. Beatty has also been employed as a Quality Assurance Specialist for the Department of Defense, and served in the Navy (both active duty and reserve). He holds a BA degree in Business Administration from Covenant College and a BS in Computer and Information Science from the University of Maryland, University College.

Rex J Pace

Senior Accessibility Specialist and Technical Assistance Coordinator, US Access Board

Rex Pace serves as a senior accessibility specialist and technical assistance coordinator. In this capacity, he oversees the agency's provision of technical assistance to the public on accessible design and the Board's ADA and ABA Accessibility Guidelines, including its toll-free help line and development of published guidance. Pace has over 23 years of experience in accessible design. Most recently, he served as an accessibility architect with the Department of Justice's Disability Rights Section where he provided technical and architectural assistance on the ADA standards to staff attorneys and management and helped produce and illustrate technical assistance materials for public distribution. Before joining DOJ in 2006, he operated a consultancy specializing in accessible and universal design in Raleigh, North Carolina and earlier served as coordinator of technical assistance and a lead designer for the Center for Universal Design at North Carolina State University. He began work in this field in 1987 as a designer and illustrator at Barrier Free Environments, Inc. under his mentor Ron Mace, FAIA, a leading pioneer and renowned expert in accessible design.
