Section 508 in the Acquisition Lifecycle

Description

The Acquisition Lifecycle supports the accomplishment of every agency’s mission. It provides processes which help agencies procure, validate, and deploy accessible Information and Communication Technology (ICT). What is the process? Who is involved? What are the important steps that must be followed to ensure the acquisition of conformant ICT? This panel of experts will discuss these and other relevant questions about the acquisition lifecycle and the role played by the Revised 508 Standards to ensure that accessible ICT is accurately described in requirements, procured, validated and deployed. This moderated session will discuss issues that can arise governmentwide, as well as within their respective agencies and how those issues can be addressed by proper planning and program management.

Timothy Creagan

Senior Accessibility Specialist/Information Technology, US Access Board

Mr. Creagan is a Senior Accessibility Specialist with the US Access Board. He provides technical assistance and training on the Revised Section 508 Standards and the Revised Section 255 Guidelines, and he frequently presents on accessible electronic and information technology and telecommunications. He is co-chair of the Education subcommittee of the Accessibility Community of Practice of the Chief Information Officers’ Council. He currently serves on the Disability Advisory Committee of the Federal Communications Commission.

Mr. Creagan joined the US Access Board in 2006 to lead the team revising the Board’s existing standards and guidelines for electronic and communication technologies. He served as the Designated Federal Official for the Telecommunications and Electronic and Information Technology Advisory Committee (TEITAC). He was a member of the team that developed the revised accessibility standards for information and communication technology (ICT) under Section 508 of the Rehabilitation Act and the revised accessibility guidelines under Section 255 of the Communications Act, published in 2017.

He was formerly the Director of Consumer Training for the Information Technology Technical Assistance and Training Center (ITTATC) and before that he was the Director of Public Policy for Hearing Loss Association of America (HLAA) (formerly SHHH). Before joining HLAA, Mr. Creagan was a litigator in the courts of D.C. and Maryland.

Mr. Creagan received his J.D. from the Catholic University of America, and his undergraduate degree from the University of Notre Dame.

John Sullivan

Government-wide Section 508 Program Director, GSA

John Sullivan currently serves as the Director of GSA’s Office of Government-wide Policy (OGP) Information Resources Management Division, leading the Governmentwide Section 508 program, managing the Federal .gov domain registration program, and planning a potential suite of digital services upon the .gov infrastructure. John has been with OGP since 2009, where he has: served as the enterprise architect for the Financial Management Line of Business, worked to establish a shared-services marketplace, conducted geospatial and data analysis across OGP’s business units, and started up the data center consolidation initiative. At GSA and previously, John has served in many capacities for inter-governmental information sharing and standards; as the Head of the United States Delegation to the United Nations Center for Trade Facilitation and Electronic Business (UN/CEFACT), as a domain manager within the National Information Sharing Network (NIEM), and in standing up the Environmental Information Sharing Network (EIEN) and the Federal Health Architecture (FHA). John came to GSA in 2009 after 20 years at EPA, where he last served as the Chief Enterprise Architect and an Associate Division Director managing the enterprise architecture, capital planning and investment control, IT policy, and IT human capital (security awareness) programs. In 2008, John was detailed to the OMB Office of E-government and Information Technology, where he supported the Federal Enterprise Architecture Program as it transitioned Administrations. John serves on numerous other Industry/Government IT collaborations. In 2006, John was selected for and completed the Federal Executive Institute’s Leadership in Democratic Society Program. In 2012, John earned a lifetime achievement award in Enterprise Architecture from the FEAC Institute. John holds a Bachelor of Science degree in Natural Resources Management from the University of Connecticut, and a Masters degree in Management Information Systems, from the University of Maryland, University College.
