The Council on Developmental Disabilities was established in 1971, during an era when public school education was not guaranteed to all children with disabilities, when sheltered benchwork was hailed as a welcome alternative to day-in, day-out inactivity, and when institutions were the most readily available options for people who could not live at home. Since its inception, the Council has been at the forefront of change, promoting education for children, meaningful work for adults, community living for all people with disabilities, and self-advocacy by people with disabilities and parents.
The mission of the CT Council on Developmental Disabilities is to promote the full inclusion of all people with disabilities in community life.
