Valley Associates for Independent Living, Inc. (VAIL) is a private, non-profit center for independent living (CIL). The term "center for independent living" is defined by Section 702 of the Rehabilitation Act of 1973, as amended, as a consumer‑controlled, community‑based, cross‑disability, non-residential private non-profit agency that is designed and operated within a local community by individuals with disabilities and provides an array of independent living services. To meet this criteria, CILs must have at least 51% of their board and 51% of their staff be people with disabilities, ensuring that the direction of the agency and the services that are provided are truly centered on the needs and desires of people with disabilities. All services are provided in the community and in the homes of individuals with disabilities and are geared toward keeping people with disabilities as independent as possible in their own homes and out of institutions. VAIL does not own any facilities and focuses all of its resources on providing services. VAIL will provide services to anyone with any type of disability according to their needs and VAIL's ability.
