This dryer protrudes more than 4" from the wall and is greater than 27" above the finish floor. Isn't this a violation of Section 307 Protruding Objects?

Yes, it is a protruding object hazard based solely on section 307, but so is the (code compliant) lavatory with its (required) 29" high front edge, and the 8" deep (code compliant) shelf mounted at the (required) height of 40" - 48" AFF.

Sorry I didn't see you question sooner.
See ADAS 603.4 and CBC 11B-603.4. The (maximum) depth of a shelf isn't noted, but you're unlikely to find many shelves less than 4" deep. The more blatant inconsistency is the lavatory, which is required to be 17" deep minimum due to the required forward approach clear floor/knee and toe space, and must provide knee clearance that is a minimum of 27" high (606.2; 305; 306).
